Our Management

Mr Ong Eng Tiang
Chief Executive Officer

Mr Ong has an aggregate of more than 15 years of experience in the Cleaning and Stewarding as well as the Security Services Business. Concurrently the Head of Cleaning and Stewarding and Security Services he has been invaluable to the success of the Advancer Group, driving the Facilities Management Business as well as overseeing the daily operations, including marketing strategies and manpower deployment.

Mr Ong graduated with a Bachelor of Business Administration from the University of Wisconsin-Madison in the United States of America in 1993.

Mr Ong is also an Executive Director of Advancer Global Limited’s Board since 2016.

Dr Matthew Yap
Chief Operating Officer & General Counsel

Dr Matthew Yap has over 20 years of experience in critical infrastructure protection and risk management. He led operations at five community care facilities (CCF) during the pandemic. For COVID contributions, Advancer IFM received a Presidential commendation and Dr Yap received a COVID Resilience Medal (CRM) together with over 260 security officers.

Dr Yap also served as the airside safety and security advisor to three construction joint venture consortiums for Changi East Development (Changi Airport Terminal 5) between 2015 and 2022. As an ICAO and IMO consultant, he also serves as Adjunct Faculty, Cybersecurity and Air Transport with Embry Riddle Aeronautical University (ERAU), and public safety and security with Singapore University of Social Sciences (SUSS).

Certified as CE (Aerospace), IES and CP (Security), MHA. Dr Yap possesses a Doctorate (CQU, Australia), MBA (Nottingham, UK), B.Eng.Hons (NTU, Singapore), and LL.B.Hons (London, UK). In 2018, he was also awarded the Skills future Fellowship award by President Mdm Halimah Yacob.

He oversees business development and has grown the cleaning business over the years, diversifying its services to successfully expand into retail properties cleaning and disinfection using the latest technology and protocols.

Mr Sing Chee Ngee is a co-founder of World Clean and has over 18 years of experience in the cleaning industry. He oversees the operations and deployment of the cleaning team and ensuring the high standards and practices corporate customers can rely on for exemplary cleanliness.

Mr Neo Soon Hock

Mr Neo Soon Hock has over 30 years of experience in pest control management. He is a licensed fumigator (Methyl Bromide, PH3, Hydrogen Cyanide) and certified by the Australian Fumigation Accreditation Standards (AFAS).

Under his leadership, Premier Eco-Care has asserted its dominance as one of Singapore’s leading pest control and fumigation companies. Known for its reliability, quality service and superior industrial knowledge, Premier is committed on finding the optimal solutions to contain a pest situation, whether at the customers’ residences, offices, or industrial estates.

Mr Noh Mohd
Operations Director
Pest Control, IFM Division

Mr Noh Mohd. has more than 25 years of experience working in the pest management industry, rising through the ranks to become the General Manager of Premier Eco-care which he co-founded in 2008. Together with his dedicated team, and under his management, the company has transformed into a strategic partner to industries and residential owners and committed to protect the environment and public health through its pest management services and fumigation solutions.

Mr Noh is a highly respected stalwart and has served the Singapore Pest Management Association (SPMA) since 2009 in various positions, including Assistant Honorary Secretary, Assistant Honorary Treasurer etc. and is currently a Council member of the committee. He was the Organising Chairman for the Pest Summit 2016 held in Singapore.

Mr James Chin
Deputy Director

Mr James Chin joined Advancer Global Limited in 2011 and spent more than 10 years managing the daily operating activities of the cleaning subsidiary to ensure the business runs smoothly and efficiently. He continues to provide his administrative skills to manage the landscaping division since joining the subsidiary in early 2022, in addition to taking on a new role in business development.

Mr Chin graduated with a Degree in Business Management from the Singapore Management University in 2010 and obtained his Master of Science in Technopreneurship & Innovation from Nanyang Technological University in 2020.

Mr Chan Meng Chuen
Director
Projects and Events, IFM Division

Mr Chan Meng Chuen spent his professional career largely focused on the security industry. As a seasoned security professional (Chief Security Officer), he manages a team of security officers and oversees their deployment in assignments such as commercial, industrial estates, condominium, factories, construction sites, critical installations, and operations command centre. He was also the project lead and a certified unarmed combat trainer for the Singapore Police Force, Immigration and Checkpoint Authority and National Police Cadet Corps. Mr Chan is also involved in various security audits projects for the National University of Singapore and National Trade Union Congress.

Ms Jo Lee
Director
Traffic Marshal, IFM Division

Ms Jo Lee oversees the Security Agency division of Advancer IFM and her most recent projects included managing a combined strength of over 100 security officers for Community Care facilities at Big Box and various government quarantine facilities in 2020. She also worked alongside her security team at the Changi Airport Group (CAG) joint venture construction packages at Changi East Development (Changi Airport Terminal 5).

Ms Jo Lee has over 20 years of experience in system integration, working with multinational corporations like Singtel, NCS, Amdocs and AGT. Her expertise includes project start up and dispute resolution for contractors awarded with complex government projects in frontier markets.

She has served in the Volunteer Special Constabulary (VSC) of the police force for 24 years and helps to raise medical response capabilities for clients to meet the national infection control standards.

Mr Randy Chua
Director
Security, IFM Division

Mr Randy Chua has 30 years of management experience in the security guard force industry in Singapore. Having founded Legend Security Services Group of Companies in 1994, the company grew to employing 800+ employees with an annual revenue exceeding S$23 million. Legend Security was acquired by Securitas AB, in 2010 and Mr Chua was appointed as the Singapore Country President.

In 2017, Mr Chua became the largest shareholder of One-Stop Security Portal (OSP) and was appointed its Chief Executive Officer. OSP is an online marketplace for technology partners, offering e-learning courses for security officers, as well as a job matching and job search portal with a database of over 30,000 licensed security officers.
